Implementation of Compulsory Product Certification for Lithium-Ion Batteries and Related Products

Following the directives of the General Office of the State Council on the Reform of the Management System of the Electronics and Electrical Industry, the State Administration for Market Regulation (SAMR) has decided to enforce compulsory product certification (CCC certification) for lithium-ion batteries, battery packs, mobile power supplies, and power adapters/chargers used in electronic and electrical products (collectively referred to as "newly included products").

The following requirements have been announced:

1.    Starting from August 1, 2023, designated certification bodies have begun accepting CCC certification applications for newly included products. The certification work will be conducted in accordance with the relevant standards listed in the "Compulsory Product Certification Implementation Rules for Information Technology Equipment" and its appendix. As of August 1, 2024, products without a CCC certification certificate and the corresponding certification mark will not be permitted to be shipped, sold, imported, or used in any other business activities. The list of designated certification bodies and laboratories for newly included products will be announced separately.

2.    For a detailed definition of the CCC certification scope for newly included products, please refer to the appendix. Initially, CCC certification for lithium-ion batteries and battery packs used in electronic and electrical products will be focused on those for portable electronic products. CCC certification for lithium-ion batteries and battery packs used in other electronic and electrical products will be carried out at an appropriate time when conditions are met.

3.    In consideration of the upcoming enforcement of GB 31241-2022 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products" on January 1, 2024, designated certification bodies will carry out CCC certification for relevant products following this standard to help reduce certification costs for enterprises.

4.    Designated certification bodies and laboratories are encouraged to adopt existing conformity assessment results whenever possible, provided that certification risks are manageable and certification quality is ensured. This approach aims to ease the burden on enterprises and facilitate the certification process.
